Does xeriscaping just mean covering the yard in rock?

No, and that is the version most people picture. A good water-wise yard mixes drought-tolerant planting, stone, mulch, and hardscape so it still has color and shape. Rock is one material in the plan, not the plan.

Can you convert part of the yard instead of all of it?

Yes. Park strips and the hard-to-water corners are common places to start, and they are usually where the water is going.

Are there rebates for replacing lawn?

Some Utah water providers have run lawn-conversion rebate programs, and the terms change from year to year. Check with your own water district before the work starts, since some require approval up front.
